at the East end of Bath row to shared use if additional permit parking is
needed in an alternate location. </span></div>

to see how many on the waiting list live in Conduit Rd / Vine St / Bentley St /
Recreation Ground Road). Scotgate, Rock Road and Adelaide Street are also
affected by displacement/workers parking and have requested that they are
included in the review.</span></div>

However there are some important changes that you will need to be aware of:<br />

<li>Parking signs are being changed to include residents' permits but some details may change as LCC are taking the opportunity to standardise the parking restrictions</li>
<li>Broad Street is not in the residents' parking zone, but residents will still be eligible to but permits that can be used in other streets.</li>
<li>Parking restrictions will apply 7 days a week on all roads with the exception of Broad St.</li>
<li>Households will only be able to buy one permit (listing up to two cars)</li>
<li>You will be able to buy a book of 10 visitor permits for £15 - these can be used for visitors and tradesmen. Up to 10 books can be purchased.</li>
<li>Permits and visitor permits will be available from Maiden Lane. Proof of residence and that the car is registered at that address will also be required.</li>

The scheme is designed around parking in 'dual use' bays - i.e. spaces can be used by residents, shoppers, visitors etc, but only cars displaying a permit will be able to stay beyond the 2 hour limit. It is not good news as it shows that there was not enough
support to proceed with a scheme in any of the zones. Even when they looked at
the results on an individual street level there were too few people willing to
pay for a scheme to make it work economically. </span><br />

<li><span style="font-family: Arial, Helvetica, sans-serif;">people who did not respond were assumed to be against the proposal</span></li>
<li><span style="font-family: Arial, Helvetica, sans-serif;">this stacked the outcome against
us.</span></li>

detailed results, but we have not yet seen them.</span><br />

This does not remove the issue
for residents; indeed there are individual streets where the majority are in
favour of a scheme. SKDC have decided these are too small to be cost effective,

We now need SKDC and LCC to
reconsider our original proposal - a waiver exempting residents from the 1 and
2 hour restrictions. This has the advantage of being much simpler (and cheaper)
to implement. The temporary arrangement already in place shows that this is
legally possible and, as these are already in use, do not impact materially on
the available parking. We would like SKDC to show their support in making this
happen.</span><br />

We would also like clarification
from SKDC about what they are doing for residents in their off-street car

The only ‘good’ news is that SKDC have confirmed that the season

Points of clarification included:-</span><br />
<a name='more'></a><span style="font-family: Arial, Helvetica, sans-serif;">SKDC would like responses to the draft policy it has issued on the basis that this sets an SKDC-wide framework within which schemes for individual zones would fit. They should also like to receive comments on the design of each individual zone scheme including the zone boundaries.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">SKDC expects to draft the individual zone schemes within a few weeks. These will then be sent to every houshold within each zone for consultation. If this consultation receives approval of a majority of respondents who would be eligible for a permit, then SKDC will submit the proposed scheme to the Lincolnshire County Council (LCC). </span><br />

<div class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Calibri;">On 8<sup><span style="font-size: x-small;">th</span></sup> April this year, The Stamford Mercury reported: “<span style="color: #333333; mso-fareast-language: EN-GB;">Coun Neal said the district council was working hard to develop a plan. She said: “<b><i>We are working with residents</i></b> to introduce a viable, simple scheme which reflects local requirements whilst at the same time maintaining the commitment that any schemes introduced across the district would be cost neutral for local taxpayers.”</span><o:p></o:p></span></div><br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="color: #333333; mso-fareast-language: EN-GB;"><span style="font-family: Calibri;">Since then, ‘<b><i>working with residents’</i></b> has consisted of one single meeting, in May, arranged not by you or your officers, but by a LibDem councillor. At that meeting, your officer, Mr Cucksey presented a draft Residents’ Parking Scheme policy on a single sheet of A4, 80% of its contents being a straight copy of LCC’s policy which had approved six months previously. Since this meeting, any letters on the subject from the various residents’ groups have not resulted in any positive action or response from SKDC as to a policy or an implementation timetable. We have neither been consulted on, or even informed about, the development of the ‘one side of A4’ into a policy and then into some action.<o:p></o:p></span></span></div><br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Calibri;"><span style="color: #333333; mso-fareast-language: EN-GB;">Then last month The </span>Stamford Mercury reported: <span style="color: #333333; mso-fareast-language: EN-GB;">“The council’s cabinet will consider a parking policy at a meeting on September 3”. I notice from the SKDC website that there is not now a Cabinet meeting until 1<sup><span style="font-size: x-small;">st</span></sup> October, and that the issue of Residents’ Parking was not on the agenda of the Cabinet meeting earlier this week. That apart, why have you not consulted any of the residents’ groups about the contents of this policy? Mr Cucksey has so far not even told us the date on which the next draft policy will be made public!<o:p></o:p></span></span></div><br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Calibri;">All of this exposes your assertion that “we are working with residents” as the hollow phrase it has been since the day you said it.<o:p></o:p></span></div><br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Calibri;">Your recent assertion that a Residents’ Permit Scheme will take at least a year from now to introduce is also simply untrue. If SKDC had started work as soon as LCC submitted its application for CPE in early January as you were asked to, we would already be well on our way – indeed with the latest delay in CPE until at least end-November, we’d have had 11 months in which to bring in a scheme. As it stands, because of <b><i>your</i></b> inaction we are still practically starting from scratch. <o:p></o:p></span></div><br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Calibri;">As an aside, I should point out to you that this has led some people to assert that your delay is being done deliberately to give Stamford Chamber of Trade the one year delay in bringing in a Residents’ Scheme that they are asking for……<o:p></o:p></span></div><br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Calibri;">Finally, there is also the question of your assertion reported in the Stamford Mercury on 27<sup><span style="font-size: x-small;">th</span></sup> July that ““We are exploring options for what we can do to assist in the interim period and we have looked at making the car parks available. This has been met with some scepticism but it is a genuine offer from us in the interim and not by any means a permanent solution.” In the same article I was correctly reported as welcoming this. <o:p></o:p></span></div><br />
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Calibri;">However, it now transpires that had there not been the delay to CPE introduction which emerged last week, you could not possibly have introduced any such measures before enforcement would have begun on 1 October. I say this because the issue was not on the agenda of this week’s SKDC Cabinet, and there is no Cabinet scheduled for September. Furthermore, even if the Cabinet were to approve interim measures there would then have been insufficient time in which to organise the interim scheme. So once again you are doing too little too late. When is SKDC going to consult us formally on these interim measures?<o:p></o:p></span></div><br />

Cllr Linda Neal met with us in 2009 to discuss this, so it is hard to believe that in 2012 we are apparently no nearer getting a scheme because appropriate action has not been taken, and the likelihood is that this will not happen until after CPE comes in. It is impossible to get a response from SKDC to what appear very straightforward questions about progress on this matter - why is the council so inept?<br />

The scheme would provide exemption from the two-hour parking limits on St Leonard’s Street and Brazenose Lane but would not guarantee the holder a parking space at any time.<o:p></o:p></span></i></div><br />
